A graduate from the University of Notre Dame, Dr. Harkins continued his medical school education at the Medical College of Georgia. At the University of South Florida in Tampa, Dr. Harkins completed 6 years of a plastic surgery residency training in reconstructive surgery, microsurgery, and maxillofacial surgery. He has also participated in a number of academic research studies on several topics, including an in-depth breast reconstruction after mastectomy study.
